I'm not clear:
1. Why you, a sysop, can't upload files - that seems suspicious
2. What value the file you're wanting *me* to upload to *my* BBS provides

If you want to upload something fine, go for it, but I'm not going to do it
on your behalf if I have no idea what it is or why anyone else would want
it.

You're basically like: here's a file - put in on your server. With no
explanation or rational. It does appear to be a modified text.dat file for
sbbs v3.17b, I got that - but why? Why would anyone want *your* modified
text.dat file? If there's a rationale, explain that. You didn't.

So, no, I won't "upload" your file to my system. And if it had
any real value, I doubt you would have deleted it yourself. If you're not
using the file yourself (presumbably on your own BBS), then how can you
expect anyone else to want to use it?
