This goes for many functions in the standard C library. Failure to include
the header and therefore the appropriate prototype is /always/ a mistake
and evidence of sloppy coding. Almost all compilers supporting ISO C have
the facility to indicate by warning or error that a function used has not
been prototyped - there is no reason at all not to use it.
